Development of promissio ducis as a legally binding capitular for the office of doge. The doge is bound to abide by the deliberations of the Councils and of the judges. Equality in front of the law: no privileges of clergy or other status, or reserve of merchant jurisdiction. The fourth crusade led by Enrico Dandolo against Constantinople and the feudal empire of Romània. The doge, representing the Comune, is dominator quartae et dimidiae partis of the new territory. Venetian fiefs in Venetian Romània are not proper fiefs but special magistratual offices. Pact between the Frankish crusaders and the Venetians about evidence in mixed controversies: a compromise between opposing concepts of iurisdictio. Order of the sources of law in the promissio of Enrico Dandolo: law, then judicial custom, and lacking a solution, the Minor Council deliberates the sentence (relieved by Curia di Petizion since 1244). Introduction of statutory legislation with a reinforced procedure, involving the deliberation of the placitum, both as publicity and to gather consensus to the new rules of law.
