Revival of Justinian’s compilation in Bologna; collection of ecclesiastical legal texts by Gratian; ius commune as imperial law in Italy and Europe, integration of particular law systems and tool for interpretation; Venice is not subjected to this process. Development of the Comuni on the mainland with elective Councils and magistrates and Venetian interactions with them. The pact with Fano: the Venetians agree to meet sapientes from Fano with Venetian sapientes in case of future modifications of the pact. The deliberation about the procession of the scaulae and the mention of an elective council to which the placitum has sworn obedience. Decadence of the placitum and need for a wider, consistent base for discussion and deliberation.
